Town of York Plan Commission Regular Meeting Minutes
December 3, 2024, 7:00 pm (CST)
Town of York In-Person and Video Conference Meeting

Call to Order: Chair John Knicker called the meeting to order at 7:00 p.m.

Roll Call: Dan Truttman, John Knicker, April Prusia and Charlie Umhoefer. Absent: Jessica Peterson

Public Attendees: Jason Rowley

Verification of Proper Notice: Agenda was posted on website.

Public Comments: April noted the new bulletin board size versus any confusion about Town Board membership size.

Review of October 21, 2024, Plan Commission Special Meeting Minutes: Dan Truttman moved to approve the minutes; seconded by April Prusia. Motion carried.

New Business: Jason Rowley submitted a partially filled out Preliminary Parcel Division form. This initiates the process for him to progress with a surveyor to obtain a CSM showing one lot split off of 230320891100 with one dwelling unit to be transferred to that new parcel. Mr. Rowley should submit a fully filled-out version of this form.

Old Business

Discussion of public hearing feedback and Town Board thoughts relative to Draft Land Division Ordinance. Members discussed the public hearing comments received. John Knicker had contacted the attorney with some questions from the last meeting relative to vesting in the previous ordinance and reversing of old DUA transfers. No issues identified, and therefore no changes to the DRAFT version are needed at this time. A new database for tracking parcel divisions and acreage utilized to enable those divisions will be needed. No further direction has been received from the Board.

Discuss Vierbicher professional service agreement mapping proposal.  The current proposal was discussed and deemed to be unnecessary at this time. Dan Truttman will contact Vierbicher again to obtain a quote for creating and maintaining a new database if the new Land Division Ordinance is adopted.

The next Planning Commission meeting is scheduled for Tuesday, January 7, 2025. Agenda items due to Plan Commission Secretary by January 2, 2025.

Adjournment: John Knicker moved to adjourn the meeting at 8:30 p.m.; seconded by April Prusia. Motion carried.
