Minutes of Monthly Board Meeting

Tuesday, March 14, 2023

 Please Note:  These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting.  These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.

The meeting was called to order by Dan Truttmann at 7:00 pm.  The meeting was held in person and as a video conference on Zoom.  Chairman Dan Truttmann, 1st Supervisor April Prusia, 2nd Supervisor Travis Leonard, and Clerk-Treasurer Marilyn Zipsie were present.  Verification of proper notice was given.

Public Comment-  Bob Bergman, David Kuehnel, John Knicker, Brandon Orlaff, Jason Rowley, Jim Schiller, Meg Pokorny, Todd Larson (via email), April Prussia and Bethany Storm addressed the Board with questions and comments about dwelling units and potential changes to the Land Use Ordinance.

Minutes of 02/14/2023 Town Board Meeting –  Minutes for the Tuesday, 02/14/2023 Town Board Meeting were reviewed.  Travis Leonard moved to approve the 02/14/2022 Town Board Meeting minutes as presented; second by Dan Truttmann.  Motion carried.

Treasurer’s Report –  The Treasurer’s Report was presented.  Dan Truttmann moved to approve the Treasurer’s Report as presented; second by April Prussia.  Motion carried.

Bills-  Marilyn Zipsie presented bills to be paid.  Travis Leonard moved to accept the bills as presented; second by April Prussia.  Motion carried.

Patrolman’s Report-  Lance Moen reported that Class B road signs are up. The International truck went in for brakes and springs. Gravel was put down on some driveways. Plowing was done with the recent snowstorm. Minor miscellaneous repairs.

Weed Commissioner Report-  Aaron Gifford presented pricing for sprayer options. Timing of treating for wild parsnip was discussed and it was decided to do this in the fall, with notice going out to residents with emailed newsletters.

Plan Commission Report-  Bethany Storm reported that approval was given for Heyer – Ideker parcel division/transfer.

Business Items-

Heyer – Ideker Parcel Division/Transfer – Had been approved by the Plan Commission. Dan Truttmann moved to sign the parcel division/transfer; second by April Prussia. Motion carried.

Erickson – Hendrickson Parcel Division/Transfer – Approved at February 2023 Plan Commission meeting. Motion was made by Dan Truttman to sign the transfer of 3 density units, second by Travis Leonard. Motion carried.

 Driveway Permit – Shane Moen – Dan Truttmann made a motion to approve the driveway permit; second by Travis Leonard. Motion carried.

 Solicit Plow Truck Bids – Travis Leonard reports no new information.

UTV Ordinance Follow-up – A list of necessary signs has been obtained. Green County requests a change of hours to 4 a.m. to 10 p.m.

Updated Tech for the Town Hall – The anonymous donor has a nearly finalized proposal. Board discussed possible layout of equipment.

Land Division Ordinance – Dan Truttmann reviewed questions posed to the Town attorney and related answers. The Board discussed at length. Addition questions and scenarios to be presented to attorney. To be revisited at April 2023 Board meeting.

Adjournment-  Dan Truttmann moved to adjourn; second by Travis Leonard. Motion carried.  The meeting adjourned at 9:26 pm.
