Minutes of Annual Meeting

Tuesday, April 15, 2025

Please Note: These Annual Town Meeting minutes are posted as draft-only to inform town residents of the topics addressed at the Annual Meeting.  These minutes are subject to review and possible revision at next year’s Annual Town Meeting and should not be considered official until they receive final board approval at that time.

The meeting was called to order at 7:05 pm by Chairperson Dan Truttmann.  The meeting was held in person and as a video conference on Zoom.  Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Brenda Hackbart were present, as well as several town residents present (Kelly Hermanson, Steve Hermanson, Lance Moen, April Prusia, and Marsha Crooks).

Agenda and Minutes presentation- This meeting agenda and the minutes from the April 16, 2024 Annual Town Meeting were presented.  Motion made by Lance Moen to approve the minutes as presented; second by Steve Hermanson.  Motion carried.

Set date for 2026 Annual Town Meeting- The 2026 Annual Town Meeting date was discussed.  Motion made by Dan Truttmann to set the date for the 2026 Annual Town Meeting to Tuesday, April 21, 2026, at 7:00 pm: second by Travis Leonard.  Motion carried.

2024 Annual Report and 2025 Budget- The 2024 Budget vs. Actual, 2025 Budget, and comparison between 2024 Actual vs 2025 Budget were presented.  Discussed the 2024 entry for fire truck reserve was made in 2025 due to audit in progress preventing backdated entries, wages, mill rate, levy changes, costs and financing updates for plow truck.

Approve highway expenditures for 2025- Dan Truttmann shared 2025 budget amount for highway expenditures, stating nothing received yet from meeting with Green County Highway Dept last week.  Motion made by Kelly Hermanson to approve the 2025 highway expenditures in the amount of $100,000; second by April Prusia.  Motion carried.

Approve warranty addon for Plow Truck purchase- Dan Truttmann shared warranty options for engine and after treatment items based on # of miles.  Motion made by Dan Truttmann to approve the 60-month 100,000-mile extended warranty for the 2025 plow truck at the cost of $5,110; second by Aaron Gifford.  Motion carried.

Approve donation to Blanchardville swim pond/bathhouse- Clerk shared Village of Blanchardville Resolution 2025-001, site plans, other details provided by Friends of McKellar Park’s Facebook page and had previously informed Village President this would only be one-time donation, if any.  Marsha Crooks provided details during discussion on options to designate how donation used, bathhouse location and features, layout of swim pond, working with local business to construct, year-round use, water treatment, bathhouse cost estimated at $200,000 alone, no more grant funding offered from DNR, and break ground set for May 2025 but not open until 2026. Motion made by Lance Moen to donate $10,000 to the Friends of McKeller Park bathhouse; second by Steve Hermanson.  Unanimous vote in favor.  Motion carried.

Other Business- Clerk shared new Complaint form added to the website and in paper form at Town Hall.

Adjournment- Motion made by Kelly Hermanson to adjourn; second by Travis Leonard.  Motion carried.  The meeting adjourned at 7:48 pm.
