Minutes of Monthly Board Meeting
Tuesday, August 12, 2025
The meeting was called to order by Dan Truttmann at 7:09 pm. The meeting was held via video conference on Zoom and in person. Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Brenda Hackbart were present. Verification of proper notice was given.
Public Comment: Pam Higham emailed recommendations for industrial site ordinance noting unable to attend meeting in person; shared with Board for future review and discussion.
Minutes of 6/23/2025 Town Board Meetings: Minutes were presented. Motion made by Dan Truttmann to approve minutes as presented; second by Aaron Gifford. Motion carried.
Treasurer’s Report: The Treasurer’s Report was presented. Brenda Hackbart shared details on increased costs of oil pickup, PO Box annual fee, and mileage rate; semi-annual per diems paid; and confirmed GLs used for specific items. Brenda presented new equalized value and 2% dues amounts for NG and Blanchardville Fire. Board requested Brenda work with bank to convert Land Account to interest earning account.
Bills to be Paid: Report was presented. Motion made by Dan Truttmann to approve treasurer’s report and bills to be paid as presented; second by Aaron Gifford. Motion carried.
Patrolman’s Report: Lance Moen reported grading and gravel work due to rain; signs replaced for Doherty Creek bridge weight reduction; A/C still leaking in tractor; power steering went out in truck; county road work paver patching and dura patches believed all done; will get quote on tree removal on York Valley; stolen “Busy Bee Lane” sign and “Buckeye Road” sign damaged; moved realtor signs out of right-of-way; provided quotes on tractor and Volvo tires. Motion made by Travis Leonard to purchase two BKT StarMax tires from Don’s Tire ($700 each) for tractor front end and two (2) tires from Don’s Tire ($400 each) for Volvo; second by Aaron Gifford. Motion carried.
Plan Commission Report: Dan Truttmann shared emailed updates from John Knicker: PC didn’t meet in July; August meeting will review and discuss latest version of Land Ordinance. Dan shared discussion with architect Jeff Lahey about town hall site plans.
Business Items:
- Approval of driveway permit for XTRA Footage Properties LLC/Jesse Hirsch (Justin Gruenenfelder): Motion made by Travis Leonard to approve the driveway permit application for XTRA Footage Properties; second by Dan Truttmann. Motion carried.
- Discuss developing policy on Town Lanes: Board discussed pros and cons of developing policy, citing costs, labor, if incorporated in road ordinance, and if Plan Commission can offer input. Board tabled this topic.
- Discuss updating budget for plow truck and loan: Board tabled this until plow truck complete and final bill received. Travis Leonard to get status update on plow truck from Lakeside.
- Discuss possible addition to Patrolman team: Board discussed value of having another backup patrolman. Travis Leonard to contact possible interested person on availability.
- Discuss process to collect employee forms: Clerk shared requirements for specific employment forms and memo being added to each file to address date discrepancies.
Clerk shared Dept of Administration’s estimated population and estimated number of voters for York, which coincides with number of voters registered at last General Election. This requires more voting booths, which we now have additional booths onsite.
Clerk shared details of 8/2/2025 accident at Garbage and Recycling Center; confirmed both parties are town residents; no injuries reported to Town; Clerk reported to insurance company.
Clerk shared update to property tax flyer noting recycling tag requirement and lottery credit details.
Adjournment: Aaron Gifford made motion to adjourn; second by Travis Leonard. Motion carried. The meeting adjourned at 8:54 pm.
