Minutes of Monthly Board Meeting
Tuesday March 11, 2025
The meeting was called to order by Dan Truttmann at 7:03 pm. The meeting was held via video conference on Zoom and in person. Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Brenda Hackbart were present. Verification of proper notice was given.
Public Comment – Travis Leonard stated need to schedule ‘roads tour’ soon.
Minutes of 2/11/2025 Town Board Meetings – Minutes were presented. Motion made by Dan Truttmann to approve minutes as presented; second by Aaron Gifford. Motion carried.
Treasurer’s Report – The Treasurer’s Report was presented along with additional Assets/Liabilities report. Clerk stated accountant has begun our year end audit; confirmed transactions to be made for reserve fund, savings account and Levy GL; and explained property tax portal on Green County website still having issues.
Bills to be Paid – Report was presented. Motion made by Dan Truttmann to approve treasurer’s report and bills to be paid as presented; second by Travis Leonard. Motion carried.
Patrolman’s Report – Lance Moen reported equipment breakdowns, cutting brush and clearing downed trees, replaced trim and painted trim/windows/voting booths at Town Hall, and confirmed salt shed inspection was done.
Plan Commission Report – Dan Truttmann reported continued discussions on land division ordinance while waiting for attorney response; discussed next priorities. Travis Leonard suggested wind turbines & solar panel fields ordinance; and Aaron Gifford suggested including cell phone towers. Aaron Gifford will review if herbicide for weeds is appropriate for town.
Business Items-
- Town Site Planning: Local architect, Jeff Lahey, shared he’s working with neighboring municipalities and provided copy of NG plans for us to get ideas; requested informational meeting to identify our needs; charges flat fee of $100/hour with estimate of 20 hours of work.
- Approval of Jordan and Margaret Steiner driveway permit: Motion made by Dan Truttmann to approve the driveway permit for Margaret and Jordan Steiner; second by Aaron Gifford. Travis Leonard questioned if the county allows the number of homes on that road. Motion carried.
- Approval of Jacob and Miranda Manske driveway permit: Motion made by Aaron Gifford to approve the driveway permit for Jacob and Miranda Manske; second by Dan Truttmann. Motion carried.
- Approval of rezoning request from Justin Gruenenfelder: Justin Gruenenfelder explained plans for location and business. Board shared concerns for onsite lighting, field usage, road weight limits. Motion made by Travis Leonard confirming request is in compliance with Town of York’s ordinance; second by Dan Truttmann. Motion carried.
- Town Hall property safety concerns: Lance Moen noted fence/rail along wall by Town Hall basement garage needs repair or replacement. Discussion on options for rail or fence. Board requested Lance obtain pricing for split rail fence.
- Discuss possible donation to Blanchardville community pool house: Clerk shared communications from Village President and Clerk; noting details on amount and if one time donation vs annual, universal pricing for use of pool, agreement style, and if legal counsel involved. Board requested more project details; Clerk to contact Village to obtain. Board discussed involving residents in decision through Annual meeting.
- Approve Patrolman policy: Clerk presented policy; noting was not officially approved in December 2024. Motion made by Travis Leonard to approve Patrolman’s policy; second by Aaron Gifford. Motion carried.
- Cybersecurity recommendations: Clerk shared scam emails received, FBI and CISA warnings, suggestions from 2024 CISA report, best practices with emails, current cybersecurity insurance coverage amount, Green County’s network disruption, concerns on digital interactions, and need for written policy. Clerk to contact IT consultant to review our system and share more details and suggestions at a Board meeting.
- Complaints on burning plastic: Dan Truttmann reported receiving multiple calls about a farmer burning bundles of plastics. Discussion on proper methods of plastic disposal and dumpsters available to farmers. Clerk to send letter to individual, add ‘no burning plastics’ reminder to website, and add list of options for farmers to website.
- New Glarus EMS contract: Clerk received contract after agenda published; shared 2026-2028 contract with Board; signed and Clerk to deliver.
Adjournment – Travis Leonard made motion to adjourn; second by Aaron Gifford. Motion carried. The meeting adjourned at 8:45 pm.
