Minutes of Monthly Board Meeting
Tuesday, November 11, 2025
Please Note: These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting. These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.
The meeting was called to order by Dan Truttmann at 7:06 pm. The meeting was held via video conference on Zoom and in person. Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Brenda Hackbart were present. Verification of proper notice was given.
Public Comment: None.
Minutes of 10/14/2025 Town Board Meetings: Minutes were presented. Motion made by Dan Truttmann to approve minutes as presented; second by Travis Leonard. Motion carried.
Treasurer’s Report: The treasurer’s report was presented. Clerk provided details: one (1) outstanding driveway permit application and fee refunds; signing loan modification to clarify not a line of credit and obtaining final disbursement for plow truck loan this week; updated 2025 budgeted amounts added to report for plow truck to coincide with upcoming 11/20/2025 meetings; and historical entries on three (3) other ledger accounts. Board asked if all ledger accounts set up for plow truck loan; Treasurer to confirm with accountant.
Bills to be Paid: Report was presented including two (2) more invoices received after meeting materials printed. Motion made by Dan Truttmann to approve treasurer’s report and bills to be paid as presented; second by Aaron Gifford. Motion carried.
Patrolman’s Report: Lance Moen reported tractor repairs, purchased used/discounted tires for Ford truck, removal of two (2) beavers & beaver dam, fixing thermostat/heater in basement, downed tree. Patrolman collected and disposed of 61 tires dumped along Sawmill Rd and Loyalty Rd on 10/28 and 10/29/2025; costing town $5/tire for disposal plus three (3) hours of Patrolman wages; reported to authorities for compensation if person(s) identified. Patrolman presented estimates for new tires on dump truck from Pomp’s ($540/Hancock tire includes mounting cost) and from Don’s Tire ($570 + mounting cost/Goodyear tire; $475 + mounting cost/Cooper tire). Motion made by Travis Leonard to approve purchasing tires from Pomp’s for International truck; second by Dan Truttmann. Motion carried.
Plan Commission Report: Dan Truttmann said nothing to report as commission meets next on 11/12/2025.
Business Items:
- Approval of driveway permit for John and Grace Ideker: Discussion on location of driveway and future potential for shared driveway. Board confirmed permit fee amount and future review of Driveway Ordinance with Plan Commission. John Ideker acknowledged receipt of Driveway Ordinance specs as submitted old version of driveway application from Green County website. Motion made by Dan Truttmann to approve the driveway permit application for John and Grace Ideker on Marks Lane; second by Aaron Gifford. Motion carried.
- Discuss requested approval of driveway permit fee refund for Jordan and Maggie Steiner: Clerk shared email communications, noted verbiage on driveway permit application, shared suggestion on permit application for clarifying need to adhere to Driveway Ordinance. Dan Truttmann to discuss application updates with town attorney. Board discussion on problem areas of driveway and overall process to approve applications. Clerk to email Steiners regarding non-compliance with Driveway Ordinance specs regarding slope and that Board reviewing how to proceed.
- Discuss Draft Land Division Ordinance: Dan Truttmann reported no updates from attorney on items mentioned during prior meetings; will contact attorney on including ‘giving of acres’, timeframe to implement, delayed splits. Plan to discuss at Special Town Board Meeting on 11/20/2025.
- Discuss various complaints received suggesting possible need for Nuisance/Noise Ordinance: Clerk provided correspondence on each complaint and recording of shooting noise complaint. Board discussed all complaints; noted some relating to Land Division Ordinance; and referenced Special Board Meeting schedule later in week for Fence Viewing. Board to continue to discuss and share with Plan Commission for possible ordinance, if conditional use permit appropriate for target shooting, or if subdivisions have ordinances. Board provided directions on process for submissions and follow-up.
- Discuss changing banks: Board tabled decision until early 2026 as rates may change over next several months.
- Approval of Accountant Engagement Letter and annual Audit expense: Board reviewed, noted $12,075 expense. Motion made by Dan Truttmann to approve accountant engagement letter with Johnson Block; second by Travis Leonard. Motion carried.
- 2026 Budget: Dan Truttmann provided longer projection of debt, capital outlay, etc. to answer a resident. Brenda Hackbart clarified Dept of Revenue’s guidance on when revaluations are required, noting York has been out of compliance for last 2 years and last revaluation was in 2022. Discussed updates to 2026 Budget on: Blanchardville EMS to $28,377, Payment-In-Lieu-of-Tax to be net amount town retains to $1,036, and possibly County Hwy and Bridge Aids. Will discuss amending 2025 budget for NG Fire Dept radio payment of $8420 at 11/20/2025 Special Town Board meeting.
- Discuss changes to per diems and mileage reimbursement: Board reviewed current procedure provided by Clerk; clarified expectations for Board versus Clerk-Treasurer with changes beginning 2026.
Adjournment: Dan Truttmann made motion to adjourn; second by Travis Leonard. Motion carried. The meeting adjourned at 9:38 pm.
