Minutes of Monthly Board Meeting
Tuesday November 12, 2024
Please Note: These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting. These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.
The meeting was called to order by Dan Truttmann at 7:35 pm – this was after the Public Budget Hearing and Special Town Elector Meeting that started at 7pm. The meeting was held via video conference on Zoom and in person. Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Brenda Hackbart were present. Verification of proper notice was given.
Public Comment – none
Minutes of 10/8/2024 Town Board Meetings – Minutes were presented. Motion made by Dan Truttmann to approve the Board Meeting minutes with correction made; second by Aaron Gifford. Motion carried.
Treasurer’s Report – The Treasurer’s Report was presented. Brenda Hackbart clarified now using Amended 2024 Budget in report; received $5,400 check from WI Surplus for sale of plow on 11/1/2024 so not showing in transaction history for October; and noted will need to include Recycling Income in 2025 Budget. Dan Truttmann and Brenda Hackbart will setup Capital Outlay in QuickBooks before end of year.
Bills to be Paid – Report was presented with separate report for transactions. Brenda Hackbart clarified 3 ‘reverse’ entries for incorrect payroll dates and building permit deposits on transaction report. Board reviewed Green County Highway Dept’s invoice to confirm ledger account. Motion made by Dan Truttmann to approve bills to be paid as presented; second by Travis Leonard. Motion carried.
Patrolman’s Report – Lance Moen reported clearing dead trees/brush; grading road shoulders; installing ATV/UTV signs; winterizing equipment; attended Green County Highway Dept’s Salt Wise event – most suggestions not cost effective for York; minimal costs on ice dam guards for Town Hall roof – no install until Spring; will contact plumber to inspect toilet tank continuing to fill with sediment; removal of valances from Town Hall where wasps hiding; identified loose wind barrier by front door; deteriorated side door frame – may contact carpenter to remedy/replace. Dan Truttmann shared update on truck order from Lakeside.
Plan Commission Report – Dan Truttmann referenced 11/7/2024 Public Hearing on Land Division Ordinance and the commission will continue to discuss based on feedback received.
Business Items-
- Patrolman wages: Discussed current wage, existing 6% year-end bonus, positive performance review, and noted cost of living. Motion made by Dan Truttmann to raise Lance Moen’s hourly wage to $31 per hour; second by Travis Leonard. No further discussion. Motion carried.
- Clerk-Treasurer wages: Discussed current salary, possible year-end bonus, favorable performance review, and referred to WTA 2022 chart of wages. Motion made by Dan Truttmann to give Clerk-Treasurer a year-end bonus of $4,000 for 2024; second by Aaron Gifford. No further discussion. Motion carried.
Motion made by Travis Leonard to increase Clerk-Treasurer salary to $30,000; second by Aaron Gifford. Discussion by Board and Clerk-Treasurer on anticipated reduction in workload after initial year, and other jobs not included in salary. Dan Truttmann moved to amend motion to set salary at $31,000; second by Travis Leonard. No further discussion. Amended motion carried.
3. 2025 Budget: Brenda Hackbart noted items brought up since last meeting regarding WTA membership cost, possible need to increase Town Hall Maintenance 2025 budget, proposed estimate of 20 hours of consultation costs for technology projects, add Recycling Income as wasn’t on spreadsheet when 2025 budget work began. Board mentioned will discuss Recycling staff wages at next meeting. Dan Truttmann and Brenda Hackbart will work on budget line item for borrowed funds for equipment.
Adjustments to the proposed 2025 Budget as listed below:
- Add 46435 Recycling – Aluminum Deposits in amount of $2,000
- Increase 51110 Board Salaries to $12,000
- Increase 51410 Clerk-Treasurer Salary to $32,000 (includes other jobs/hourly project work)
- Increase 51605 Town Hall Maintenance to $2,500
- Increase 53631 Solid Waste Disposal to $24,000
- Estimated Net Income to $20,619
4. Approve larger Notice Board at Town Hall: Motion made by Travis Leonard to approve purchase of larger Notice Board for Town Hall at the cost of $140; second by Aaron Gifford. Motion carried.
5. Approve Accountant Engagement and Audit Letter: Motion made by Dan Truttmann to approve the Accountant Engagement and Audit Letter with Johnson Block CPA for 2025; second by Aaron Gifford. Motion carried.
Clerk-Treasurer provided Board with printed report from Dept. of Homeland Security/CISA on Town Hall security and technology usage, including recommendations for improvements.
Adjournment – Travis Leonard made motion to adjourn; second by Aaron Gifford. Motion carried. The meeting adjourned at 9:04 pm.
