Minutes of Monthly Board Meeting
Tuesday, October 14, 2025
Please Note: These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting. These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.
The meeting was called to order by Dan Truttmann at 7:53 pm (directly following Public Hearing). The meeting was held via video conference on Zoom and in person. Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Brenda Hackbart were present. Verification of proper notice was given.
Public Comment: Curtis Moen expressed concerns on how residents will know of updates to Land Division Ordinance and how the Density Units are listed on the website. Board will consider notification methods for ordinance updates and said the updates to the density units database may not be linking to the website.
Minutes of 9/9/2025 Town Board Meetings: Minutes were presented. Motion made by Travis Leonard to approve minutes as presented; second by Dan Truttmann. Motion carried.
Treasurer’s Report: The Treasurer’s Report was presented. Board confirmed new Technology account not to be added until 2026. Treasurer provided timing of expected income and expenses that will impact Budget vs Actual report and used for 2026 Budget preparations.
Brenda Hackbart provided Allegiant Oil contract for Board to review along with last couple years’ usage. Motion made by Dan Truttmann to approve prepaying 700 gallons of propane from Allegiant Oil at $1.39/gallon; second by Aaron Gifford. Motion carried.
Bills to be Paid: Report was presented. Motion made by Travis Leonard to approve treasurer’s report and bills to be paid as presented; second by Dan Truttmann. Motion carried.
Patrolman’s Report: Lance Moen reported routine maintenance, mowing, prepping equipment and vehicles for winter, tractor A/C working now but waiting on parts, and Volvo broke down requiring $5,000+ in repairs (Clerk reports paying invoices as repairs continue).
Plan Commission Report: Dan Truttmann said nothing to report.
Business Items:
- Approval of driveway permit for Dan and Kathy Stefenel (Postville Rd): Discussion on where driveway will meet roadway. Motion made by Dan Truttmann to approve the driveway permit application for Dan and Kathy Stefenel; second by Aaron Gifford. Motion carried.
- Steve Ruegsegger presented CSM to be signed: Clerk did not receive before agenda prepared. Dan Truttmann to review, sign and return to Steve at later date – board approval not required.
- Requested approval of refunded driveway permit fee for Jordan and Maggie Steiner (N8234 County Rd J): Tabled until next month to allow time to inspect driveway.
- Approval of refunded driveway permit fee for Tom Lake and Ramona Baldoni-Lake (N7420 Jeremiason) Motion made by Travis Leonard to approve the driveway permit refund for Tom and Ramona Lake; second by Dan Truttmann. Motion carried.
- Approval of New Glarus Fire Dept budget and radio contract: Motion made by Dan Truttmann to approve the New Glarus Fire Dept budget for York in the amount of $22,537.35 and to pay off the radio contract in the amount of $8,327.98 due by 12/20/2025; second by Travis Leonard. Motion carried.
- Discuss request for Industrial Ordinance: Town attorney, Larry Konopacki, provided background and limitations of towns when it comes to zoning and ordinances that address such: Green County has authority over zoning for all towns, cities, villages; referenced state laws; town ordinances cannot override existing state laws or county zoning; explained York could create a Nuisance Ordinance but without doing our own zoning would be difficult to enforce and York does not have the structure to do either at present; and replied to questions from Pam Higham and Scott Ganske. Clerk shared new forms from our website that were implemented by Green County as of October 1st, which will provide opportunities for town to better respond to re-zoning requests.
- Discuss Draft Land Division Ordinance: Board discussed details that changed from prior ordinance and land division examples to consider; Larry Konopacki provided clarifications. Board identified possible addition of a ‘delayed effective date’, applications to be utilized, and how to notify property owners and interested parties. Board postponed finalizing the ordinance and approval until the November board meeting.
- Discuss changing banks: As agenda item didn’t indicate possibly taking action, decision will be postponed until November meeting.
- Discuss 2026 Budget: Clerk provided additional income and expense accounts to consider adjusting based on 2024 and 2025 data; and gave update on working with Dept of Revenue on levying the loan payment.
- Update on Employee Handbook creation: Clerk stated this is still being worked on and expect to have ready for Board review and approval by end of year.
Adjournment: Aaron Gifford made motion to adjourn; second by Travis Leonard. Motion carried. The meeting adjourned at 10:56 pm.
