Minutes of Monthly Board Meeting

Tuesday October 8, 2024

 Please Note:  These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting.  These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.

The meeting was called to order by Dan Truttmann at 7:06 pm.  The meeting was held via video conference on Zoom and in person.  Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Brenda Hackbart were present.  Verification of proper notice was given.

Public Comment – none

Minutes of 9/10/2024 Town Board Meetings – Minutes were presented.  Motion made by Dan Truttmann to approve the Board Meeting minutes with correction made; second by Travis Leonard. Motion carried.

Treasurer’s Report – The Treasurer’s Report was presented, making note of journal entries made over last two months affect some ledger account totals.  Brenda Hackbart shared process/progress in reviewing ledger accounts with continued work in preparation of 2025 Budget and end of year; reported Green’s Cemetery not receiving donation in 2023 so paying both last and this year’s donations; shared will continue to work with Chairman on designation of appropriate ledger accounts; adding reminders in calendar to avoid late payments to Fire Depts, EMS, and Green’s Cemetery.

 Bills to be Paid – Report was presented with separate report for transactions.  Board compared Green County Hwy Dept’s invoices to work approved in April 2024; confirmed Pellitteri considered utility and can be paid without approval going forward.  Motion made by Dan Truttmann to approve bills to be paid as presented; second by Travis Leonard.  Motion carried.

 Patrolman’s Report – Lance Moen reported some driveway washouts; all tires ordered were received/installed; snowplow at WI Surplus for sale; trimming done on road ditches; and cutting of dead trees.  Lance confirmed plans to attend Green County Hwy Dept’s open house event on Salt use; replacing doorknob on Town Hall side door; removing window A/C unit; and painting handicap stall per ADA compliance.

Plan Commission Report – Dan Truttmann reported review of Land Division ordinance and Town Board to set Public Hearing date.

Business Items-

  1. Update to New Glarus Fire District’s 2025 budget:  Ron Erickson explained radio project report revised due to Town of New Glarus and Village of New Glarus opting to take out loans instead of making annual payments starting December 2024.  Ron shared updated 2025 Fire District budget of $215,700 from $240,700.  Motion made by Dan Truttmann to approve New Glarus Fire District’s 2025 Budget of $215,700; second by Aaron Gifford.  Motion carried.
  2. Approve refund of deposit for Ed Stampfli driveway:  Travis Leonard confirmed complete.  Motion made by Travis Leonard to approve refund; second by Aaron Gifford.  Motion carried.
  3. Approve request to acknowledge Green County’s Conditional Use Permit:  Motion made by Dan Truttmann to approve the Town Board acknowledgment of the application for Conditional Use Permit for Tracey Powers; second by Travis Leonard.  Motion carried.  Form signed and original provided to Tracey Powers.
  4. Board set date for Public Hearing on Land Division Ordinance update:  Motion made by Dan Truttmann to schedule the Public Hearing for the revised Land Division Ordinance for November 7, 2024 at 7pm; second by Aaron Gifford.  Motion carried.
  5. Approve new resolution allowing Clerk to appoint additional Election Officials:  Dan Truttmann resolves to allow the Clerk to appoint additional Election Officials outside of the normal nomination time frame in December; second by Travis Leonard.  Resolution carried.
  6. 2025 Budget:   Brenda Hackbart shared additional reports and other items relating to budget for review.  Discussion on each ledger account; review of 2024 Budget; and work on 2025 Budget numbers.  Motion made by Dan Truttmann to amend the 2024 Budget to change the following ledger accounts:
    • 41115 Tax Settlement from County to $0
    • 43460 Shared Revenue to $45,976
    • 43660 Payment In Lieu of Tax to $11,000
    • 48110 Interest to $12,300
    • 52210 New Glarus Fire District to $23,690
    • 52220 Blanchardville Fire Dept to $52,372
    • 52310 New Glarus EMS to $6,282
    • 52320 Blanchardville EMS to $14,649
    • 59720 Donations to Other Entities/Cemetery to $600 and Net Income to approximately $18,000; second by Travis Leonard.  Motion carried.

Adjournment – Travis Leonard made motion to adjourn; second by Dan Truttmann.  Motion carried.  The meeting adjourned at 10:40 pm.
