Minutes of Monthly Board Meeting
Tuesday September 10, 2024
Please Note: These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting. These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.
The meeting was called to order by Dan Truttmann at 7:03 pm. The meeting was held via video conference on Zoom and in person. Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Brenda Hackbart were present. Verification of proper notice was given.
Public Comment – none
Minutes of 8/15/2024 Town Board Meetings – Minutes were presented. Motion made by Dan Truttmann to approve the Board Meeting minutes with correction made; second by Travis Leonard. Motion carried.
Treasurer’s Report – The Treasurer’s Report was presented, noting some entries may need further review with Chairman to ensure in correct account before preparing Budget for 2025. Brenda Hackbart presented an additional report on a specific ledger account; will research large item and reallocate to correct account. Motion made by Dan Truttmann to approve the Treasurer’s Report as presented; second by Aaron Gifford. Motion carried.
Bills to be Paid – Report was presented with separate report for transactions. Motion made by Dan Truttmann to approve bills to be paid as presented; second by Aaron Gifford. Motion carried.
Patrolman’s Report – Lance Moen reported normal road maintenance performed; Brian Schlafli started driveway; county roadwork completed; Don’s Tire brought wrong tire so ordered correct one; more signs in residents’ yards; 2 tractor tires and more road work (on York Valley, Hay Hollow, Badger) may be needed in 2025; hit telephone box and already contacted TDS for repair. Lance Moen contacted Wisconsin Surplus regarding selling equipment, shared details of reserve pricing, items for sale to be submitted between September 16-27, 2024, and October 2, 2024 is next auction. Board identified $5,000 as the reserve price.
Plan Commission Report – Dan Truttmann reported talking with Tim Schleeper from Vierbicher; PC approved Gerald Busch transfer; and shared items that need to be addressed with Vierbicher such as road ordinance changes made, livestock ordinance and licensing, administration of dwelling units, site planning for Town Hall/recycling/maintenance shed/heated garage/etc. – continued use of existing property if possible, land division ordinance.
Business Items-
- New Glarus Fire Dept’s 2025 budget: Ron Erickson presented reports on Equalized Values, apparatus replacement schedule and proposed 2025 budget. Ron explained timing for Engine #3 replacement is 2-3 years and based on when ordered/sign contract which locks in pricing – looking for 3 bids to compare; shared history of air tanks and radios purchased; costs of turnout gear and helmets; using fundraisers versus borrowing funds; and details on proposed 2025 budget categories. Approval of New Glarus Fire Dept 2025 Budget will be added to October Board meeting.
- Driveway permit refund for Ed Stampfli: Travis Leonard stated Ed Stampfli is aware of improvement to be made; approval tabled until October Board meeting.
- Discuss and Approve Gerald Busch dwelling unit transfer: Clerk to obtain new parcel # from Green County Treasurer. Motion made by Travis Leonard to approve dwelling unit transfer for Gerald Busch; second by Aaron Gifford. Motion carried.
- 2025 Budget: Reviewed reports to identify expense entries that may need to be assigned to different ledger accounts, and some ledger accounts that are known will need increases. Aaron Gifford to check into another source to handle our aluminum cans. Brenda Hackbart to meet with Chair to confirm correct ledger accounts being used while preparing 2025 Budget items. Next 2025 Budget discussion will be at October Board meeting.
- Review 2024 Tax Collection Agreement: Brenda Hackbart noted changes to agreement from prior year. Motion made by Dan Truttmann to approve the 2024 Tax Collection Agreement with Green County; second by Aaron Gifford. Motion carried.
- Review Livestock Ordinance #01-2018: Dan Truttmann stated will assign an administrator per Plan Commission meeting.
Adjournment – Travis Leonard made motion to adjourn; second by Aaron Gifford. Motion carried. The meeting adjourned at 9:32 pm.
