Minutes of BUDGET Meeting
Tuesday, September 22, 2026
Please Note: These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting. These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.
The meeting was called to order by Dan Truttmann at 7:04pm. The meeting was held via video conference on Zoom and in person. Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Brenda Hackbart were present. Verification of proper notice was given.

Business Items:
- Discuss 2026 Budget: Reviewed Budget vs Actual report for 2025 year-end compared to 2026 as of 8/31/2026. Board reviewed difference in Assessed Value vs Equalized Value; noted increase in Assessed Value for 2026 of ~ $6MM. Clerk noted fewer new homes built in 2026 vs 2025. Identified ledger accounts and categories that may need amending; waiting to decide if need 2026 budget amended until year-end when additional funds received and if any additional unexpected expenses. Board discussed may apply any year-end surplus towards 2027 Revaluation costs.
- Discuss 2027 Budget: Reviewed info received to date and clerk shared timing for receiving more values from providers to complete 2027 Budget. Board discussed Sugar River EMS costs; Clerk explained received incorrect information from Green County Treasurer which was shared at September Board meeting – correct method is that costs for emergency services are shared across all property tax bills based on property category and that all town residents benefit from both service providers. Identified need to confirm 2026 Municipal Levy Limit amount yet – possible need to exceed Levy Limit, adding tractor lease payment to debt service, potential increase in debt service if building purchase approved, increased need for contracted road repairs, potential bridge repair may require DNR approval or inspection at unknown cost, increased gravel costs on town roads, and unknown if will receive grant funding for bridge repair and increased EMS costs. Board discussed possibly applying plow truck remaining reserves towards tractor lease payment.
Adjournment: Dan Truttmann made motion to adjourn; second by Travis Leonard. Motion carried. The meeting adjourned at 9:08pm.
