Minutes of Monthly Board Meeting
Tuesday February 11, 2025
Please Note: These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting. These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.
The meeting was called to order by Dan Truttmann at 7:06 pm. The meeting was held via video conference on Zoom and in person. Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Brenda Hackbart were present. Verification of proper notice was given.
Public Comment – April Prusia shared pamphlet on community growth.
Minutes of 1/14/2025 Town Board Meetings – Minutes were presented. Approved as presented.
Treasurer’s Report – The Treasurer’s Report was presented; discussion on different ledger accounts used for tax payment deposits from county and how can be seen on Budget vs Actual report. Brenda Hackbart reported two banking items.
Bills to be Paid – Report was presented with separate report for transactions. Motion made by Travis Leonard to approve bills to be paid as presented; second by Dan Truttmann. Motion carried.
Patrolman’s Report – Lance Moen reported restocking of salt, prepping for expected snow, no response from shed inspector, finished Adams township work, multiple equipment breakdowns, and plans to paint Town Hall windows and trim. Dan Truttmann stated Dan Holland from Adams township stated they were pleased with the work performed and interested in doing again; and Dan Holland asked about renting our grapple in future.
Plan Commission Report – see comments in Business Item #3.
Business Items-
- Approval of Jason Rowley land division application: Discussion by Board and Jason Rowley, noting splits and process for Register of Deeds filing. Motion made by Travis Leonard to approve the Jason Rowley land division for parcel #2303200891100; second by Aaron Gifford. Motion carried.
- Approval of Steven & Kathleen Engelbret driveway permit refund: Clerk reported collecting permit fee last week as not received in 2023 with approved application. Motion made by Dan Truttmann to approve the driveway permit refund for Steven and Kathleen Engelbret; second by Aaron Gifford. Motion carried.
- Discussion on recommendations from Plan Commission regarding Draft Land Division ordinance: Dan Truttmann stated he discussed incorporating recommendations into draft ordinance with Larry Konopacki, who noted additional questions related to each recommendation. Board discussed approving draft ordinance as it stands now versus waiting until all recommendations are worked through and added, noting questions continue during interim; shared goal to preserve land and slow development; Board agreed for Plan Commission to continue work on ordinance.
- Discuss priorities for Board and Plan Commission for 2025:
- Facility Planning: Dan Truttmann stated he met with local architect and will obtain his rates; Board discussed location and needs of garbage/recycling center, parking, salt shed; Board may consider curbside trash pickup in future depending on costs.
- Finishing Land Division Ordinance and fee schedule
- Review Driveway Ordinance and revise as needed
- Review Recycling Ordinance and revise as needed
- Document organization – digital vs paper retention: Clerk to initiate project after Spring Election; and will review 2024 CISA recommendations for possible implementation with Board.
- Garbage & Recycling Center updates on website and amending ordinance: Clerk provided printout of website page and noted possible updates to Recycling Ordinance #15-01 needed. Tabled to allow time to review ordinance for possible revisions.
- Discussion on 2025-year end Newsletter: Board discussion on time commitment and costs; decided not to do newsletter this year. Discussion on York’s Facebook page as alternate communication method; Clerk to be given Admin access to post updates as appropriate, election info, etc.
- Discussion on possible donation to Blanchardville community pool house: Clerk shared suggestions and information received from WTA and Village of Blanchardville Clerk; presented proposed agreement between Town of York and Village of Blanchardville as subsidy instead of donation. Tabled vote on donation; Clerk to confirm acceptance by Village of Blanchardville.
- Review of Patrolman policy details: Clerk presented printed details from what was discussed at December 2024 meeting; Board provided clarification on couple items; Clerk noted best practice for creating employee policy requiring additional time to research for legal reasons and outline for Board to approve later this year. Clerk and Patrolman to work on automating timecards through payroll software at later date.
Adjournment – Travis Leonard made motion to adjourn; second by Aaron Gifford. Motion carried. The meeting adjourned at 9:04 pm.
