Minutes of Monthly Board Meeting

Tuesday January 14, 2025

Please Note: These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting.  These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.

The meeting was called to order by Dan Truttmann at 7:07 pm immediately following the Caucus.  The meeting was held via video conference on Zoom and in person.  Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Brenda Hackbart were present.  Verification of proper notice was given.

Public Comment – none

Minutes of 12/10/2024 Town Board Meetings – Minutes were presented.  Motion made by Dan Truttmann to approve the Board Meeting minutes; second by Aaron Gifford. Motion carried.

Treasurer’s Report – The Treasurer’s Report was presented and Board discussed overall net income.  Motion made by Dan Truttmann to approve Treasurer’s Report; second by Travis Leonard.  Motion carried.

Bills to be Paid – Report was presented with separate report for transactions.  Motion made by Travis Leonard to approve bills to be paid as presented; second by Aaron Gifford.  Motion carried.

Patrolman’s Report – Lance Moen reported discussion with Dan Holland regarding Town of Adams rental of our brush equipment and personnel and plans for work to be done.  Patrolman reported work on trees and brush, replacing abutments, reported vandalism incident (stolen sign), trim work inside Town Hall, and confirmed with plumbers that sediment in Town Hall toilet is result of iron in water and nothing indicating problem.

Steve Hermanson reported on the condition of Sawmill Road bridge in Lafayette county; explaining will be big expense in next few years to remedy; and suggests using caution when traveling on it.  Dan Reeson shared there’s been a verbal agreement with the Town of Blanchard that they maintain road and Town of York maintains bridge.

Plan Commission Report – Dan Truttmann shared still finalizing draft ordinance and has been receiving many inquiries on developing area, splits, etc.

Business Items-

  1. Update to New Glarus Fire District’s fire truck purchase:  Ron Erickson shared New Glarus Fire District made decision after obtaining 4 bids to contract with Custom Fire Equipment; presented Board with copy of contract for review, which is being signed this month.  Cost without discounts is $1,397,840 with first payment due approximately 14 months from contract date and only for chassis.  Option to pay in full at that time offers $15,000 discount shared between all municipalities involved; but reporting no municipality has shown interest in this option.  After chassis is complete, will be another 12-14 months for rest of truck to be completed with final payment due in 2027.
  2. Approve bid for New Glarus Fire District fire truck:  Dan Truttmann confirmed Town of York portion is 10% and should have enough in reserves to make chassis payment; and Town will borrow funds to make final payment.  Motion made by Travis Leonard to approve purchase of New Glarus fire truck with chassis payment made in Spring 2026 and final truck payment made in 2027 for total value of $1,397,840; second by Aaron Gifford.  Motion carried.
  3. Discuss and approve new part time patrolman and wage increase for all part time patrolmen: Dan Truttmann stated Board held Closed Session meeting to discuss hiring Josh Polkinghorn as new part time patrolman, who was referred by Steve Hermanson.  Motion made by Dan Truttmann to hire Josh Polkinghorn as part time patrolman; second by Aaron Gifford.  Travis Leonard stated only concern is if both Steve Hermanson and Josh Polkinghorn are both unavailable, he would need to fill in as part time patrolman.  No further discussion.  Motion carried.

Travis Leonard recused himself from wage discussion.  Motion made by Dan Truttmann to set part time patrolman wage at                    $24.50 per hour; second by Aaron Gifford.  Motion carried.

  1. Discuss and approve new part time recycling supervisor and wage increase for all recycling supervisors: Dan Truttmann shared that Bob Becker has agreed to be a part time recycling supervisor and comes with experience.  Motion made by Dan Truttmann to hire Bob Becker as part time recycling supervisor; second by Travis Leonard.  Motion carried.

Motion made by Dan Truttmann to set Kim & Cindy Peterson’s wages at $18 per hour; second by Aaron Gifford.  Motion carried.

Motion made by Dan Truttmann to set part time recycling supervisor wages at $16.50 per hour; second by Travis Leonard.                      Motion carried.

  1. Discussion on possible donation to Blanchardville community pool house: Marsha Crooks shared details on plans for swim pond instead of swim pool due to high water table; need for bath/pool house to replace existing structure; currently have raised approximately $700,000 (Village of Blanchardville has committed $300,000 of this total); applying with other foundations and for grants this Spring for extra funding; expected start date for digging is this Spring with opening to public this Summer; seeking donations from other surrounding municipalities; and looking for donation from Town of York which can designate how funds used.  Steve Hermanson shared info on flood plain in Village of Blanchardville. Dan Reeson suggested allocating funds collected for driveway permits to this donation.  Brenda Hackbart will report back to the Board if allowed to donate taxpayer dollars for this.

Adjournment – Travis Leonard made motion to adjourn; second by Aaron Gifford.  Motion carried.  The meeting adjourned at 8:09 pm.
