Plan Commission Meeting Minutes – March 11, 2026

Call to Order: Chair John Knicker called the meeting to order at 7:04 p.m.

Roll Call: John Knicker, Charlie Umhoeffer, April Prusia, and Jessica Peterson. Dan Truttmann was absent.

Verification of Proper Notice: Agenda was posted on website and on Town Hall memo board.

Review of February 11, 2026, Plan Commission Meeting Minutes.

Motion: April Prusia moved to approve the minutes; seconded by Charlie Umhoeffer. Motion carried.

Business Items:

  • David Ericson – Parcel Division Request
    David Ericson is purchasing 80 acres from Bev Gilbertson (Parcel No. 230320054000 and 2303200550000) and requested approval to split 11 acres of unproductive land located in the south-east corner of the parcel into a separate parcel. The request includes transferring four dwelling unit allowances (one existing home already located on the property) to the newly created parcel. Access for the four dwelling units will be provided by a shared driveway. The remaining 69 acres will continue to be used as productive farmland. This item was previously discussed by the Town Board at the March 10, 2026 meeting.

           Motion: John Knicker moved to recommend approval of the parcel division to the Town Board. Seconded by Charlie Umhoeffer. Motion carried.

  • Steve and Carol Tallman – CSM/ Parcel Division
    The Plan Commission discussed a proposed parcel division and CSM submitted by Steve and Carol Tallman for property located on York Center Road. The Tallmans currently own 120 acres (Parcel Nos. 2303203020000, 2303203030000, and 2303203070000) containing six dwelling units. The proposal is to split off approximately 2.8 acres from parcel 2303203030000 as a new parcel, which will include one existing dwelling unit. The remaining acreage will continue as part of the existing farm parcels. This item was previously discussed by the Town Board at the March 10, 2026 meeting.

           Motion: Charlie Umhoeffer moved to recommend approval of the parcel division/CSM to the Town Board. Seconded by April Prusia. Motion carried.

  • Town Board discussed the revised Land Division Ordinance. Town attorney Larry Konopacki is working on revised draft. PC awaits Board direction.
  • Town Board did not discuss the Outdoor Lighting Limitation Ordinance. PC awaits Board direction.
  • Town Board did not discuss revisions to Driveway Ordinance. PC awaits Board direction.
  • Town Board did not discuss creation of Nuisance Ordinance. PC awaits Board direction.
  • Discuss plans/agenda items for next meeting
  • The next Plan Commission meeting is scheduled for Wednesday, April 1, 2026, at 7:00 pm.

           Motion: John Knicker moved to schedule future PC meetings the first Wednesday of each month. Seconded by Charlie Umhoeffer. Motion carried.
