Town of York Plan Commission Regular Meeting Minutes
December 17, 2025 7:00 PM (CST)
Town of York In-Person
Call to Order: Chair John Knicker called the meeting to order at 7:06 p.m.
Roll Call: Dan Truttmann, John Knicker, April Prusia, Jessica Peterson and Charlie Umhoefer.
Verification of Proper Notice: Agenda was posted on website and on Town Hall memo board.
Public Comments: None.
Review of November 12, 2025 Plan Commission Meeting Minutes. April Prusia moved to approve the minutes; seconded by Charlie Umhoefer. Motion carried.
Business Items:
- Dan Truttmann moved to recommend Town of York Board to approve Mark Muench’s request to transfer one additional dwelling unit with property sale from Mark Muench Parcel 230 320 095 0200 to XTRA Footage Properties LLC Parcel 230 320 075 0220, which equates to a total of two dwelling units on the parcel. Second by April Prusia. Motion carried.
- John Knicker moved to recommend Town of York Board to approve Greg Peterson to transfer one dwelling unit from 2303201501000 to parcel 2303201533000. Second by Charlie Umhoefer. Motion carried.
- Dan Truttmann moved to recommend Town of York Board to approve Greg Peterson’s land division request to split parcel 2303201501000 (10.5 acres) to:
- 6 acre parcel with one dwelling unit.
- 5 acre parcel.
Seconded by Charlie Umhoefer. Motion carried.
- John Knicker provided an update on the Land Division Ordinance discussion from the December 10th Town of York board meeting. Additional amendments were proposed and forwarded to the Town attorney. Approval is slated for the January Board meeting.
- Dan Truttmann reported there was no discussion at the December Town Board meeting concerning Driveway Ordinance.
- John Knicker shared feedback received regarding the draft of Outdoor Lighting Limitation Ordinance. Committee to continue to research best practices regarding implementation.
- Dan Truttmann moved to request Town Board to approve the Town attorney to review the draft Outdoor Lighting Limitation Ordinance and provide recommendations. Second by April Prusia. Motion carried.
- Plan Commission plans to research potential noise ordinance verbiage.
- Town Board did not assign any additional initiatives to Plan Commission.
- Plan Commission to discuss implementation steps and policy regarding Land Division Ordinance at the January meeting.
- The next Plan Commission meeting is scheduled for January 14, 2026, at 7:00 pm.
Adjournment: Charlie Umhoefer moved to adjourn at 9:00pm; seconded by Dan Truttmann. Motion carried.
