Monthly Board Meeting
Tuesday, January 10, 2023
Please Note: These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting. These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.
The meeting was called to order at 7:26 pm. The meeting was held in person and as a video conference on Zoom. Chairman Dan Truttmann, 1st Supervisor April Prusia, 2nd Supervisor Travis Leonard, and Clerk-Treasurer Marilyn Zipsie were present. Former Clerk-Treasurer Jessica Schlumpf was also in attendance assisting in the transition of duties to Marilyn Zipsie. Verification of proper notice was given.
Public Comment- Jessie Schlumpf welcomed Marilyn Zipsie as the new Clerk-Treasurer. Daniel Truttmann thanked Jessie Schlumpf for 2-1/2 years of dedication and service to the Town of York as Clerk-Treasurer. Curt Moen asked what the Plan Commission recommendations are (topic of the 01/24/2023 Public Hearing). Dan Truttmann asked that those recommendations be posted on the Town of York website and copies were distributed. Stephen Zipsie noted that there was a discrepancy in the open hours of use between the Lafayette County and Town of York ATV/UTV trails. Daniel Truttmann noted the complication and Green County will be looking into the matter.
Minutes of 12/13/2022 Town Board Special Meeting and Town Board Meeting- Minutes for the Tuesday, 12/13/2022 Town Board Special Meeting and Town Board Meeting were presented. Dan Truttmann moved to approve the 12/13/2022 Town Board Special Meeting and Town Board Meeting minutes as presented; second by April Prusia. Motion carried.
Treasurer’s Report – The Treasurer’s Report was presented. Jessie Schlumpf reported final notification of transportation aids. Travis Leonard moved to approve the Treasurer’s Report as presented; second by April Prusia. Motion carried.
Bills- Jessie Schlumpf presented bills to be paid. Dan Truttmann moved to accept the bills as presented; second by April Prusia. Motion carried.
Patrolman’s Report- Lance Moen reported on recent snowstorms and cutting of trees/brush. There was a repair of a belt on the International truck and a software update was done. The County delivered tailings and salt. Chains were ordered for grader; they are on backorder. There were other small repairs done on other Town equipment (springs and a headlight). Lance also reported training Bob Kuehne as a part-time plow driver. It was also noted that Lance has 6 days of banked comp time available.
Weed Commissioner Report- Aaron Gifford had a follow-up with Tanya Gratz. The University of Wisconsin (UW) has confirmed Johnson Grass. The UW is growing it to see if it has any resistances.
Plan Commission Report- Bethany Storm had nothing to report. Discussion of land use will be held at the public hearing on January 24, 2023 at 7 p.m.
Business Items-
Swear in Marilyn Zipsie as Clerk-Treasurer- Marilyn Zipsie read and signed the oath of Clerk-Treasurer.
Approve Green’s Prairie Cemetery 2022 Donation- Dan Truttmann moved to approve a $300 donation to Green’s Prairie Cemetery, second by April Prusia. Motion carried. Check was cut, signed, and mailed out in December 2022.
Blanchardville Fire and Blanchardville EMS Contract Approval- Dan Truttmann moved to approve the Blanchardville Fire and Blanchardville EMS Contract, second by April Prusia. Motion carried. Copies will be sent to Gary Gruenfelder.
Roll Off Dumpster Cost- Lance Moen reports the Town needs more dumpster space as additional pick-ups from Pellitteri have needed to be scheduled. Disposal options of larger items (mattresses, couches, etc) was discussed; topic tabled.
Hire Part-Time Plow Driver- Travis Leonard moved that the Town hire Bob Kuehne at $20 per hour, second by Dan Truttmann. Motion carried.
Solicit Plow Truck Bids- Travis Leonard reported contacting Truck Country in Schullsberg and Monroe Truck Equipment. Makes of trucks including Freightliner, Western Star and Peterbilt discussed. He still needs to view Town of Moscow’s new facility and tandem truck.
ATV/UTV Ordinance Follow-up- Discussion regarding need for signage and inventory as well as wording and funding. Application to County for route discussed. Dan Truttmann moved that the Town apply to the County for a route from County Road A from Yankee Hollow Road south to the Adams town line; second by Travis Leonard. Motion carried.
Robert and Lori Schaefer Driveway Permit, N8824 Hay Hollow Road- Travis Leonard and Lance Moen reported that they inspected the driveway. The base is not compliant with regards to the base for the entire length of the driveway; the base is not as wide as the top gravel. It was noted per ordinance that the width should be built to specifications (6 inches of base). Tabled until repairs are made.
Paulsen “Unlawful Taxes” Claim- Dan Truttmann reported that the Town attorney is looking into this and that some statutes of limitation might apply.
Department of Revenue: Nipple BOR Appeal(s)- Dan Truttmann stated this is working its way through the system.
Discuss and Consider for Action Recommendations from the Planning Commission Regarding Land Division Ordinance and Related Actions- Nothing new was reported and the Commission is soliciting input.
Adjournment- Dani Truttmann moved to adjourn; second by Travis Leonard. Motion carried. The meeting adjourned at 8:35 pm.
