Minutes of Monthly Board Meeting

Please Note:  These Town Board meeting minutes are posted as draft-only to inform town residents of the topics addressed at the board meeting.  These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.

The meeting was called to order by Dan Truttmann at 7:08 pm.  The meeting was held in person and as a video conference on Zoom.  Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Marilyn Zipsie were present.  Verification of proper notice was given.

Public Comment-   There were no public comments.

Minutes of 06/13/2023 Town Board Meeting –  Minutes for the Tuesday, 06/13/2023 Town Board Meeting were reviewed.  Dan Truttmann moved to approve the 06/13/2023 Town Board Meeting minutes as presented; second by Travis Leonard.  Motion carried.

Treasurer’s Report & Bills to be Paid-  The Treasurer’s Report was presented.  Travis Leonard moved to approve the Treasurer’s Report and bills to be paid as presented; second by Aaron Gifford.  Motion carried.

Patrolman’s Report-  Lance Moen reported working on mowing ditches, laying gravel, spraying parsnip and cutting brush. Dead trees on York Valley Rd and Shade Tree Rd will be cut at no expense to the Town as they are road hazards. Tires were ordered for the white Ford truck. Plow will need carbide tips. One load of blacktop will be used for patching potholes.

Weed Commissioner Report-  Aaron Gifford reiterates awareness of poison hemlock and wild parsnip..

Plan Commission Report-  Dan Truttman reports that the William and Eloise Kuenzi land vision was approved at the last Plan Commission meeting. The Plan Commission also discussed land division options as had been previously presented by the Town’s attorney. Bethany Emond-Storm will be stepping down as chair of the Plan Commission; John Knicker will assume that role.

Chairman’s Report-  Dan Truttman gave an update on the Badger Road bridge project. The project timeline has been moved up and it has been graveled over. This will be left to settle before paving. Open Book is scheduled for Tuesday, July 25, 9 to 11 am by phone with the assessor; the physical book of assessments will be available at the Town Hall at the same time. Board of Review is scheduled for Thursday, August 10, 5:30 to 7:30 pm at the Town Hall.

Business Items-

David Kuehnel Driveway Refund:  W8836 State Hwy 39. Driveway is complete meeting requirements. Dan Truttman made the motion to approve the driveway refund for W8836 State Hwy 39; second by Aaron Gifford. Motion carried.

Melissa Legler Driveway Refund:  N7896 Gould Hill Rd. Travis Leonard inspected the driveway. Travis Leonard made the motion to approve the driveway refund for N7896 Gould Hill Rd; second by Aaron Gifford. Motion carried.

Ed Stampfli Driveway Permit:  Lot 12, Emberson, off Loyalty Rd. Motion was made by Dan Truttmann to approve the driveway permit for Ed Stampfli; second by Travis Leonard. Motion carried.

Travis and Gary Thompson Driveway Permit:  Section 16 off York Center Rd. Motion was made by Dan Truttmann to approve the driveway permit; second by Aaron Gifford. Motion carried.

Jesse Straubhaar Driveway Permit:  Lots 2 and 3, Thistle Hill, off private drive off Badger Rd.  Dan Truttmann made the motion to approve the driveway permit; second by Travis Leonard. Motion carried.

Jesse Straubhaar Application of Conditional Use Permit:  Dan Truttmann made motion to approve conditional use permit as an event center off Badger Road; second by Travis Leonard. Motion carried.

William and Eloise Kuenzi Land Division: Section 1, Parcel PRT NE 1/4 of NW 1/4, 23032  0006.0000 – Dan Truttmann made motion to approve transfer of 1 DU; second by Travis Leonard. Motion carried.

Propane Contract – Allegiant Oil: Motion was made by Dan Truttmann to approve Allegiant Oil contract for 296.1 gallons of propane at $1.39 per gallon equaling $411.52; second by Aaron Gifford. Motion carried.

Open Records Request by The Sconi: The open records request made by Vince Espi of “The Sconi,” was reviewed. Marilyn Zipsie will ask Town’s attorney to review Town’s response for approval.

Property off Sawmill Rd, Parcel 635: Discussion of Parcel 635 off Sawmill Rd. The fact that the parcel was never made into a CSM and that the parcel had one DU was confirmed.

Adjournment-  Dan Truttmann moved to adjourn; second by Travis Leonard.  Motion carried.  The meeting adjourned at 9:10 pm.
