Minutes of Public Budget Hearing, Special Town Electors Meeting, Special Town Board Meeting

Please Note: These Public Budget Hearing, Special Town Elector Meeting to Adopt Tax Levy, and Special Town Board Meeting minutes are posted as draft-only to inform town residents of the topics addressed at the Public Budget Hearing, Special Town Elector Meeting to Adopt Tax Levy, and Special Town Board Meeting.  These minutes are subject to review and possible revision at next month’s Town Board meeting and should not be considered official until they receive final board approval at that time.

Public Budget Hearing

The meeting was called to order at 7:00 pm.  The meeting was held via video conference on Zoom and in person.  Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Brenda Hackbart were present.  Verification of proper notice was given.

Public Comments: none

Budget Presentation: Dan Truttmann shared budget summary and reports detailing fund balance for each year, historical mill rate, long term projections on debt service, levy limit amount includes $41,991 plow truck loan payment; provided amounts in restricted accounts for New Glarus Fire District fire truck and York’s plow truck and when using these reserve funds; future expectations of possible increased costs for tractor, Ford truck, capital improvements on property; planning on revaluation in 2027 affecting assessed values and mill rates; normal increases for patrolman and clerk-treasurer wages.  Dan confirmed sanitation costs were offset by aluminum recycling revenue; and Fire protection/EMS have increased costs under Public Safety.

Kevin Jayne, assistant chief with Blanchardville EMS, provided reasons for budget increase: EMT turnover – variety of reasons, training, hiring 2 or 3 full/part time additional EMR/EMTs, and not increasing budget much last few years.  Kevin provided statistics for local EMS use.

Brenda Hackbart explained meeting materials contain 2 budget comparison versions – first version published with notice to meeting, second is most current numbers; State Transportation Aids numbers not available until mid-December, Payment-In-Lieu-of-Tax amount decrease as didn’t reflect net amount York retains, Bridge Aids amount was an estimate last year if received dollar for dollar from county – not received yet, driveway permit fee income and interest income increasing, and explained new ledger accounts for income/expenses associated with plow truck and loan.

Kristi Leonard asked if $100,000 for road work is sufficient.  Travis Leonard confirmed costs and repairs are increasing.

Special Town Elector Meeting to Adopt Tax Levy

The meeting was called to order at 7:37 pm.  The meeting was held via video conference on Zoom and in person.  Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Brenda Hackbart were present.  Verification of proper notice was given.

Public Comments: none

2025 Tax Levy Payable in 2026: Motion made by Kristi Leonard to approve the 2025 tax levy (to be collected in 2026) in the amount of $329,845; second by Kevin Jayne.  Motion carried by a vote of four ayes, zero nays, and zero abstaining.

2026 Highway Expenditures: Dan Truttmann and Travis Leonard expressed gratitude for Green County Highway work and cooperation.  Motion made by Jason Rowley to approve highway expenditures in the amount of $100,000; second by Kevin Jayne.  Motion carried by four ayes, zero nays, zero abstaining.

Adjournment: Motion made by Kristi Leonard to adjourn the special meeting; second by Travis Leonard.  Motion carried and the special town electors meeting adjourned at 7:40 pm.

Special Town Board Meeting

The meeting was called to order at 7:41 pm.  The meeting was held via video conference on Zoom and in person.  Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Brenda Hackbart were present.  Verification of proper notice was given.

Discuss and Approve updates to 2025 Budget: Brenda Hackbart confirmed updated amounts for NG Fire District, Payment-In-Lieu-of-Tax, Bridge Aids.  Dan Truttmann to contact Green County Highway Dept inquiring about bridge aid as haven’t received funds expected.

Motion made by Dan Truttmann to update the 2025 budget changing the Intergovernmental Revenue to $181,868 and Public Safety to $113,000; second by Aaron Gifford.  Motion carried.

Approve 2026 Budget: Board reviewed updates to specific accounts from prior meetings, all major categories, and Net Income total.  Motion made by Aaron Gifford to approve the 2026 Budget as presented; second by Travis Leonard.  Motion carries.

Discuss updates to draft Land Division Ordinance: Dan Truttmann provided details from Larry Konopacki, town attorney, regarding suggested ‘giving of acres’ (can be done but complicates tracking & units allowed, etc.), timeframe to implement (can be done depending on how written), ‘5 year delayed splits’ (concerns with implementing); and Larry to provide updates to draft by December board meeting.

Dan Truttmann shared he began discussions with town attorney on noise and nuisance complaints.  Larry Konopacki referred to Range Protection Act and impacts of county zoning; may provide town with written legal opinion.  Dan shared details on some discontinued driveways, updates to addresses, worked with county zoning to update for emergency services.  Dan provided clerk with list showing mileage and cost associated for certifying road work needs but unknown how old; clerk to retain.

Dan Truttmann and Travis Leonard shared communication from Michael Rassel on Conditional Use Permit application; clerk reported receiving application in mail. Board requested clerk contact Rassel to confirm attendance at December board meeting and to send letters to neighboring property owners of this as agenda item – Board provided list.

Adjournment: Motion made by Travis Leonard to adjourn the special meeting; second by Aaron Gifford.  Motion carried and the special town board meeting adjourned at 8:33 pm.
