Minutes of Special Town Electors and Special Town Board Meetings
Thursday, October 22, 2026
The Special Town Electors meeting was called to order by Dan Truttmann at 7:01pm. The meeting was held via video conference on Zoom and in person. Chairman Dan Truttmann, 1st Supervisor Travis Leonard, 2nd Supervisor Aaron Gifford, and Clerk-Treasurer Brenda Hackbart were present. Verification of proper notice was given.
Dan Truttmann provided information on purchase and property, referred to meeting materials: lack of storage space; inadequate quality of current storage to maintain condition of equipment; opportunity of purchasing next door property vs cost to build new facility on challenging landscape; early negotiations and offer contingent on town electors approval and appraisal; obtained environmental report (EDR) with minimal issues; no plans to discontinue use of town hall for meetings/elections; continued use of existing town buildings; 7 year financing options of 15 yr vs 20 yr amortizations, both at 4.20%, general obligation debt; confirmed municipality does not pay property taxes; and the 2027 revaluation expense impacts budget – plan is to pay ahead this year with any surplus and use unrestricted funds to pay balance in 2027.
Bob Bergman provided historical details on proposed building, removal of underground (gas) tanks, landscape, floor drain, and potential for future wash bay.
Public Comments: Curtis Moen, Bill Kuenzi, Steve Hermanson, Lance Moen, Dean Deaver, April Prusia were among those present and posed questions or comments with Board responding: Discussed impact if interest rate goes up after 7 years – Woodford State Bank historically maintains our rate not greater than 5%. Dan Truttmann read the conclusions and opinions from EDR noting suggested soil boring samples, suggested radon testing, suggested well water testing, noted scrap and metal remnants present. Discussed current property taxes and acreage on said parcels, town retains roughly 14% of taxes paid, suggestion to combine parcels post purchase. Bob Bergman confirmed no reports required when underground tanks were removed (approximately 1999). Steve Hermanson expressed need for larger/better space to maintain equipment; Bob Bergman noted bridge crane allows sole individual to work on equipment. No plans to relocate existing site for recycling center. Discussed specifics of future install of wash bay and if any buildable area for future add-on. Appraisal didn’t warrant so no building inspection obtained, relied on EDR. Board shared offer to purchase included $2,500 month to month lease up to 24 months for seller while constructing their new building; lease option used in negotiations; discussed need for insurance.
Motion made by Bill Kuenzi to authorize Town Board of Town of York to make a one-time purchase of property located at N8131 Postville Rd Blanchardville for $450,000 as a general obligation loan; second by Curtis Moen. Meeting opened up for discussion: Board confirmed no new loan after 7 years; don’t expect any unused space so no rental of such; town does not have an overage of salt in shed; closing timeline requested by seller does not allow residents time to tour proposed property; Clerk confirmed title work looks appropriate and lender has no concerns. Having heard no objections, votes were taken by show of hands by those present: Ayes = 11 (includes Board votes), Nays = 0, Abstain = 0, motion passed.
